Requests must be approved by (e.g.) a manager, instead the possibility of ‘everyone’ to give rights to users.
Go to: Setup → Approval Settings
For each type of request (Authorization Requests, Company Groups, etc.), put the following:

Go to: Setup → Approvers
Click: 'New'
Go to: Setup → Approval Groups
Click: 'New'
Now Authorization Requests for those Organization Roles must be approved by the group even if the Default General Settings is set to “No approvers”.
